Sajt KesatNet, postavljen je 2005. god. Osnivač i vlasnik sajta je Kemal Dervić, inženjer telekomunikacija, dugogodišnji radioamater 4O6DK iz Pljevalja, Crna Gora. Jedan je  od pionira satelitske i kablovske televizije u Crnoj Gori. Objavio je dvije knjige iz oblasti telekomunikacija kao i više naučnih radova iz oblasti uticaja RF/MT zračenja na ljude.

Kemal Dervic was born in 1951 in Pljevlja (Republic Montenegro). Back in his early childhood (1964) he became a member of the local radio club called YU 6 KLM, which operated as part of the Association of Radio Amateurs of Yugoslavia. Many years of his amateur work in this club during his primary and high school days influenced to a great extent his professional choice to be related to communications. After graduating from University in 1975 as a telecommunications engineer, he started to work in the Telephone Company of Montenegro (now called “Telecom Montenegro”) in the position of the chief engineer for cable networks, which is his present job, too. In 1990 he founded the “KESAT” service shop for the satellite receiving technology , and in 1999 it alters its name to “KESAT & ALSAT ELECTRONIC PRAKTIKUM GROUP”, which now works as a cabinet for applied electronics and designs prototypes of communication devices, as well as radio-communication systems and networks.

In 2005 he wrote and published a book called “PRACTICAL COURSE OF CABLE TELEVISION” where he discussed the modern bidirectional cable television on 260 pages. A special part of the book has been dedicated to the modern broadband cable networks and systems. In 2008 he wrote and published a book called “HUMAN EXPOSURE TO RADIOFREQUENCY NEAR ELECTROMAGNETIC FIELDS” where he discussed about effect of RF radiation on humans. This book has 306 pages. A special part of the book has been dedicated to the RF/MW radiation of cell phones.
